Top GCC Cities
How We Rank India's Hubs

Every city on this leaderboard has earned its position through a data-driven scoring model — not by headcount or media coverage, but by the quality and scale of real, verified GCC activity.

1 What Does This Section Show?

The Top GCC Cities panel ranks every Indian city by its GCC Impact Score — a composite measure of how much meaningful GCC activity has happened in that city. Scores run from 0 to 1000, where the leading city always anchors at 1000 and every other city is relative to it.

Think of it like a batting average — the top performer sets the benchmark, and everyone else is measured against them. This makes the leaderboard stable and comparable over time, regardless of how activity levels shift globally.

Quick read: A city at 600 has roughly 60% of the impact momentum of the top-ranked city. A city at 200 is very early-stage in its GCC journey.

3 What Drives a City's Score

Every confirmed development — a new centre, an expansion, a significant hiring commitment — adds weighted impact to its city. Larger, more strategic activity contributes more. Over time these accumulate into the city's running total.

What the Score Rewards
Commitment depth · Scale · Confidence · Sector · Mandate · Recency
Commitment depth: A new centre counts for more than an expansion, which counts for more than a hiring round.
Scale: Bigger commitments carry more weight — though a centre twice the size is not twice the signal.
Confidence: How firmly the development is corroborated before it counts at all.
Sector: Specialised, hard-to-build industries carry a premium over commodity services.
Mandate: R&D and product centres score higher than back-office operations.
Recency: Older activity fades gradually, so the leaderboard reflects current momentum rather than historical volume.
A single large semiconductor R&D centre announcement in Bengaluru can contribute significantly more than five smaller back-office expansion announcements in the same period. Quality beats quantity.

4 The Capability Tier Badges

Each city also carries a Capability Tier badge — a second dimension that tells you not just how much activity a city has, but what quality of GCC activity it is attracting.

Innovation Hub

Dominated by AI, R&D, and product development mandates. These cities are where global companies send their most strategic work.

Rising Capability

A healthy mix of operations and emerging higher-value mandates. These cities are actively transitioning up the capability ladder.

Ops Hub

Primarily business process and shared services activity. Strong for cost arbitrage, but not yet attracting high-complexity mandates.

Tier badges evolve as new events come in. A city that keeps winning high-intent mandates — AI, R&D, product engineering — will climb from Ops Hub toward Innovation Hub over time as those events accumulate. This is what makes the dashboard a living intelligence tool, not a static report.

A tier badge is shown only once a city has enough validated events for the classification to be meaningful — cities with a thin event history carry no badge yet.

5 Why This Matters for Business

If you are...What the leaderboard tells you
A global company evaluating India for your next GCCWhich cities have the deepest talent ecosystems for your sector. A city with 10 semiconductor GCCs already has the supply chain, vendors, and talent pipeline you need.
A state government or economic zoneWhere you stand relative to competing cities and which capability tier you need to target to attract premium mandates.
An investor or analystA real-time signal of which cities are accumulating GCC density — a leading indicator of commercial real estate demand, talent competition, and services sector growth.
A GCC service providerWhere to focus your client development pipeline. Cities with rising scores but Ops Hub tiers are actively looking to upgrade — your window.
